Student Telephone Policy |

The Oklahoma State University Telecommunications Services Department has been organized to administer and operate the University telephone system.
|

Operating Policy - Residential Life Rooms
|
| |
|
The Telecommunications Services Department will provide basic digital telephone service to all rooms as specified by Residential Life.
|
| |
|
The cost of basic telephone service will be included in the room charge.
|
| |
|
Definition
|
| |
|
The definition of "basic telephone service" is the provision of no less than a single line digital telephone set which will allow local and toll free outgoing calls and all direct dialed incoming calls.
|

|
Options
|
| |
- Students may select assignment of additional features for a monthly fee.
- Voice Mail requires an installation fee and a monthly fee.
- Long distance service has one of two options:
|

- United States only
- United States and International (deposit is required for international)
|
|
| |
|
User Responsibility
|
| |
- Students are required to maintain the telephone in a reasonable manner. Damage to the telephone that is beyond normal usage expectations, will be billed to the student's bursar account.
- Students are expected to report all problems encountered with the telephone to the published trouble call number.
- Students will maintain total responsibility for proper use of and for all calls made from their assigned telephone. Where more than one student is assigned a single telephone for primary use, they will share equally in all responsibilities, except toll charges. Each student should apply for his/her own account code and will be responsible for all calls made with said account code.

Billing

- The selection of any options beyond the basic service will result in the student receiving a monthly bill.
- In the case of long distance service, the following applies:

- Students will be assigned an Account Code and will be responsible for all calls charged to their account code until the account code is personally cancelled by the student. The only exceptions to this are outlined under the heading - Fraud.
- All long distance calls will be billed beginning 30 seconds after completion of dialing. Therefore, users are cautioned to not allow long duration ring cycles to occur while placing a call. However, any call that is connected, no matter how short the duration, is billable.
- Any questions or requests for credit will be accepted only during the current billing cycle. This allows 30 days from receipt of the monthly bill to address any questions or to submit requests for credit.
- The failure to pay for properly billed services will be handled in accordance with current University policy, including the potential disconnection of service and/or disciplinary action.
- For those students that have selected long distance Option 3b, an aging report will be provided to our department by the Bursar's Office to show 30-60-90 day payment of telephone charges. If all telephone charges are paid in a timely manner each month as received, then no telephone charge will show more than 30 days aging on the Bursar's report each month. However, if a student user is shown with telephone charges that have aged 60 days, a warning notice will be sent to this user stating that the past due charges must be paid within 30 days. If the following month's aging report shows the charges have progressed ti 90 days, then service will be disconnected immediately and the deposit applied to the unpaid balance. Under these conditions, service will be restored only after all telephone related charges have been paid and a new deposit provided.

Fraud
|

|
Fraudulent use of the telephone system, either real or attempted, will be referred to the Oklahoma State University Police Department and/or the Office of Student Conduct where the following actions may occur:

- An investigation will be conducted to determine all details related to the incident.
- Where fraudulent use is real, i.e., calls were made in a manner attempting to escape payment, restitution to the Telecommunications Services will include an administrative charge which could be up to double the amount of the proper charge for call(s).
- The illegal acceptance of collect calls or the improper use of a third party billing is considered fraudulent and will be handled as such.
- Where proof exists that fraudulent use is attempted, i.e., proof that repeated attempts were made to find Account Codes or Authorization Codes that would be accepted by the system thereby allowing fraudulent calls to be completed, such attempts will be considered a violation.

Action
|

|
In all cases, the following action(s) may also be taken:
|
| |
- The student may lose all rights to telephone services for a specified length of time, i.e., the remainder of the school year.
- If circumstances warrant, the Office of Student Conduct can take action to suspend or expel a student.
- The Oklahoma State University Police Department will determine whether criminal charges need to be brought against any student found to be a fraudulent user of the telecommunication system.
